In a significant development towards setting up a world- class petroleum technology institute in India, Smt Sonia Gandhi, Member of Parliament and UPA Chairperson laid the foundation stone of Rajiv Gandhi Institute of Petroleum Technology (RGIPT) at Jais, near Raebareli in Uttar Pradesh on 20th February 2008. The Ministry of Petroleum and Natural Gas piloted the enactment of the Rajiv Gandhi Institute of Petroleum Technology (RGIPT) Act 2007 with a view to incorporate RGIPT as an ‘Institute of National Importance’ under an Act of Parliament having a governance structure as well as legal empowerment to grant degrees in a manner similar to that enjoyed by the IITs.

…The total estimated capital cost of the project is Rs.435 crore which would be met partially through budgetary support of Rs. 285 crore and Rs.150 crore from Oil Industry Development Board. The total estimated recurring expenditure of Rs. 260.58 crore would be met from the accrual of interest on Endowment Fund of Rs. 250 crore to be created with the contribution of Oil Public Sector Undertakings (PSUs), student fees, donations and other earnings of the Institute through Research & Development, consultancies, students’ placement fees, etc. The Institute is envisaged to be self sufficient and self-reliant by the year 2015-16.

… The Institute will commence its academic operations by admitting students from the academic year 2008-09. To start with, there will be two undergraduate courses namely B. Tech. in Petroleum Production & Reservoir and B. Tech. in Petroleum Refining and one MBA course on Petroleum Management. The Institute will become fully operational in 2015-16and would have 7 B. Tech, 6 Integrated Masters Degrees, 8 M.Tech/MBA and 12 PGD and Ph.D programmes.

It is proposed that RGIPT would have a high degree of autonomy in terms of its academic, administrative and financial functioning. RGIPT would have legal empowerment in its own right to enable it to grant degrees and other academic distinctions and titles. Furthermore, it is envisaged that RGIPT would enjoy the patronage and support of the Ministry of Petroleum & Natural Gas, Government of India. It is in the interest of the nation that the Government nurture the Institute in its nascent and crucial stage of development to enable the Institute to launch and run its programmes without compromise and set up world-class infrastructure while offering courses of a high standard. According RGIPT the status of the “Institute of National Importance”, is expected to help attract eminent faculty members and meritorious students to the Institute.

Courses Made Available In Session 2009-2010 :


1. BTech in Petroleum Reservoir and Production Engineering (4-year full time programme)

The Energy and Petroleum Sector plays a pivotal role in our country’s economic development. Accelerated activities in oil exploration and production worldwide have fuelled the need for trained and qualified human talent—the global oil & gas industry is experiencing a severe shortage of qualified engineers. Keeping this in mind, RGIPT—promoted by leading Oil PSUs—is presenting an excellent opportunity to students to pursue a BTech program in Petroleum Reservoir and Production Engineering.

2. BTech in Petroleum Refining Engineering (4-year full time programme)

Crude oil is processed in refineries to manufacture a wide range of petroleum products for transportation, industrial use, heating etc. Over the years, through extensive research, the refining technology has undergone substantial improvements. In the coming era, the industry will have immense challenges concerning technology improvements. The refineries would have to exhibit the desirable characteristics of being energy-efficient, environmentally-friendly and cost-effective. Research and Development in Refining Technology will continue to be the focus area to meet these challenges. Thus, the need for experts in refinery technology and processing will increase greatly, opening an exciting career avenue. BTech in Petroleum Refining offered by RGIPT provides a unique opportunity to students to pursue a career in this area. RGIPT—promoted by leading Oil PSUs—is presenting an excellent opportunity to students to pursue a BTech program in Petroleum Refining Engineering.

ELIGIBILITY CRITERIA:


1. Minimum 60% in aggregate (55% for SC/ST) in Class 10 and in Class 12 (Copies of passing certificates and Marksheets to be attached with the Application Receipt)
2. IIT-JEE 2009 Qualified (Common Merit List & Extended Merit List) (Copy of Admit Card to be attached alongwith the Application Receipt)
3. Selection will be based on IIT-JEE 2009 merit. Reservation as per Government of India’s directive.
4. Fee Structure (per semester): Tution fee– Rs.50,000/-

Notification MHT-CET-2009


Government of Maharashtra shall conduct a single Combined "Common Entrance Test” MHT-CET-2009 for all Health Sciences, Engineering and Pharmacy degree courses for the academic year 2009-2010. The Entrance Test will be held on Thursday, 7th May 2009. (rescheduled for May 12, 2009 See MHT-CET 2009 Rescheduled)Govt of Maharashtra has appointed Director, Medical Education and Research, Mumbai as “The Competent Authority for the MHT-CET-2009”. The merit list of the above said examination will be utilized for admission in:

(1) Government/Municipal Corp/ Government Aided Colleges of Health Sciences degree courses.

(2) Government/Government Aided/University Managed Colleges/University Departments/ Autonomous Institutions/ Institute of Chemical Technology, Mumbai (U.I.C.T.) and Unaided Private Colleges (those colleges who have given consent to participate in MHT-CET-2009) of Engineering & Pharmacy degree courses.

(3) BVSc & AH degree course.

For selection process there will be separate Competent Authorities. For selection to Health Science degree courses, The Director, Medical Education and Research (DMER), Mumbai is the Competent Education (DTE), Mumbai will be the competent authority. The authority for selection to BVSc & AH degree course is The Registrar, Maharashtra Animal and Fisheries Science University, Nagpur.

The qualifying examination for appearing at MHT-CET-2009 is HSC (12th standard) or equivalent examination with the conditions for eligibility as defined in the respective brochure(s). Candidates should give their requirement of application form on or before 25/02/2009, to their college/school where they are studying 12th Standard. Those candidates who have passed their qualifying examination i.e. 12th standard examination earlier i.e. in 2008 or before and desire to appear for the MHT-CET 2009 should also give their requirement on or before 25/02/2009 to their respective college/school (from where they have passed the 12th standard).

A single application form and three brochures (Health Sciences, Engineering and Pharmacy) will be made available from 13/03/2009. The schedule and place of receiving and submission of application form is as per following:

The cost of the application form along with the three information brochures of MHT-CET-2009 and examination fee is Rs. 700/- for open category and all outside maharashtra candidates and Rs. 500/- for constitutionally reserved category candidates (belonging to maharashtra state only). This amount is not refundable.

All candidates who for any reason whatsoever are not able to receive application forms through the school/Jr college should collect it from office of Divisional authority of his/her area by giving a DD in favour of “Competent-Authority, MH-CET, Mumbai” payable at Mumbai worth Rs. 700/- for open category and all outside maharashtra candidates and Rs. 500/- for constitutionally reserved category candidates (belonging to maharashtra state only) on any nationalized/scheduled commercial bank, but he/she has to submit it through his/her school/junior college (from where he/she studied 12th std.)

For candidates who have passed HSC or equivalent exam from outside maharashtra state (OMS), the place of submission of application form, collection of receipt cum identity card and admit card shall be given in the following:


Important note only for engineering & Pharmacy degree courses

1. Outside maharashtra state (OMS) candidates are permitted to appear for the MHT-CET 2009 in order to become eligible for admission to first year of:
● Four year full time degree courses in engineering/technology in *Unaided private institutes who have given consent to participate in MHT-CET 2009
● Four year full time degree course in pharmacy in Unaided private institute who have given consent to participate in MHT-CET 2009

Note: (i) *Eligible OMS candidates who are appearing for MHT-CET-2009 and seeking admission to engineering degree courses shall be considered eligible for admission against the institute level seats and the seats remaining vacant after completion of CAP, only in Unaided Private Colleges.

(ii) Eligible OMS candidates who are appearing for MHT-CET-2009 and seeking admission to Pharmacy Degree course shall be considered eligible for admission during the Centralized Admission Process (CAP) rounds. Such candidate may also apply for admission against the institute level seats and the seats remaining vacant after completion of CAP in Unaided Private Colleges.

2. Following type of candidates are exempted from appearing for MHT-CET-2009 examination for admission to Engineering/Technology courses:
(i) Foreign National/Foreign student/Person of Indian Origin (PIO)/Children of Indian workers in the Gulf countries/Children of NRI
(ii) Government of India Nominess
(iii) Jammu & Kashmir migrant candidates

3. Following type of candidates are exempted from appearing for MHT-CET-2009 examination for admission to Pharmacy course:
● Foreign National/Foreign student/PIO/Children of Indian workers in the Gulf countries/Children of NRI
● G.O.I. Nominees and Jammu & Kashmir migrant candidates are exempted from appearing for the MHT-CET-2009 conducted by the Competent Authority of Govt of Mahrashtra, subject to the approval from the Ministry of Human Resource Development, New Delhi, for filling of the seats over & above the sanctioned intake. However, if the approval is not received before 30/06/2009, these candidates will be treated at par with OMS candidates and hence they are advised to appear for MHT-CET-2009.


4. Candidates who are eligible to apply against the provision of Jammu & Kashmir Migrant candidate as well as the Maharahstra State candidate are entitled to claim only one type of seat i.e either maharashtra state seat or J&K migrant seat for admission to engineering/ Technology/Pharmacy degree courses. Further if the candidate opts for maharashtra state candidature than he/she has to appear for the MHT-CET-2009.

5. Separate notifications for the following types of candidates regarding the schedule of Admission process will be issued by the Directorate of Technical Education, Maharashtra State, Mumbai, in the month of May/June 2009.

● AIEEE qualified candidates seeking admission to engineering/technology degree courses in Unaided Institutes who have given consent to participate in CAP.
● J&K migrant candidates

Rules & Regulations

Important information pertaining to counselling of merit listed candidates (Engineering) of WBJEE – 2009 and AIEEE - 2009 for admission to degree level courses in Universities / Engineering / Technological and Pharmacy Colleges of West Bengal for the academic session 2009-10.


1) Venue of Counselling :

2) Application form for counselling :

3) Important documents to be brought positively by the candidates during counselling :

(a) Counselling Application form (down-loaded) duly filled in and signed in specified places.
(b) Down-loaded JEM-2009 / AIEEE-2009 Rank Card.
(c) Original Admit Card of JEM-2009 / AIEEE-2009.
(d) Original Admit Card / Certificate of Madhyamik (10th standard) or equivalent examination or Birth Certificate from competent authority for verification of Age.
(e) Original Mark Sheet of Higher Secondary (10+2 standard) or equivalent examination for verification of the marks.
(f) In case of SC / ST / PC candidates of the State of West Bengal, original SC / ST / PC certificates issued by the competent authority for verification.
(g) Original NATA (National Aptitude Test for Architecture) clearance certificate (applicable for those intending to take admission to B. Architecture course).
(h) Attested Xerox copies of all testimonials for the purpose of admission.

4) Duration of counselling :

The counselling shall be conducted in three phases.
(a) The first phase of counselling shall start w.e.f. 5th July, 2009 (Sunday) and shall continue up to 22nd July, 2009.
(b) The second phase of counseling for wait-listed candidates after 1st phase counselling shall be conducted from 1st August to 3rd August, 2009.
(c) The third phase of counselling for wait listed candidates after 2nd phase counselling shall be conducted on 13th August, 14th August and 16th August, 2009.

5) Counselling fee :

Counselling fee of Rs. 500/- (non-refundable) to be paid in the form of Bank Draft / Pay Order payable at Kolkata to be drawn in favour of Central Selection Committee (E&T) (the Bank Draft may be purchased from any Bank on and from 16.06.2009). The candidate should bring the said Bank Draft writing his name and Enrolment No. on the back side of the draft with ball point pen at the time of counselling.

Counselling fee is to be deposited only once during entire phases of counseling. Before reporting to marks verification counter, candidate is required to deposit the Bank Draft of Rs. 500/- to the Bank Counter(s) opened at the counseling venue and obtain the receipt for the same in the form of Bank Slip.

This Bank Slip shall have to be submitted at the counseling desk by the candidate before taking the allotment letter.

6) Spot admission :

Arrangement has been made for spot admission to Universities / Colleges after allotment.

For spot admission to self financing private Engineering Colleges – Candidates are advised to bring with them Rs. 10,000/- (plus Bank Draft charge) in cash. After getting the allotment letter a draft of Rs. 10,000/- to be purchased from the UBI Bank Counter located at the counselling venue in favour of the concerned Private Engineering College to which allotment has been made. This Draft is to be deposited to the counter of the allotted Private Engineering college located at the counselling venue. Further information regarding admission may be obtained from this counter.

For admission to Universities and Govt Engg Colleges – The amount in cash required is Rs. 5,000/- plus Bank Draft charges. Other formalities are identical as above.


7) Eligible candidates for appearing at the counselling :

8) Counselling for AIEEE rank holders :

(a) 10% seats in the self financing Private Engineering colleges will be filled up from the AIEEE candidates called for counselling on the basis of rank.

(b) If any candidate accepts allotment on the basis of his / her AIEEE rank, he/she will not be permitted to appear further in the counselling on the basis of his/her WBJEE rank.

(c) Counselling of AIEEE candidates in terms of schedule shall continue till that time seats are available in any branch of any self financing Private Engineering College and will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained.


9) Eligibility criteria :

(a) For admission to degree courses in Engineering / Technology : Minimum 50% (40% for SC/ST candidates) marks in Physics, Chemistry and Mathematics taken together in Higher Secondary (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination.

(b) For admission to B. Pharm. Course : Minimum 50% (40% for SC / ST candidates) marks in either Physics, Chemistry & Mathematics taken together or Physic, Chemistry & Biology (excepting Jadavpur University) taken together in Higher Secondary (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination.

(c) For admission to B. Arch. Course (for JEM-2009 candidates only) : Minimum 50% (40% for SC/ST candidates) marks in Physics, Chemistry & Mathematics taken together in H. S (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination and NATA (National Aptitude Test for Architecture) clearance certificate.

Age restriction for (a), (b) & (c) – The candidates must be 17 years of age or above as on 31.12.2009.

(d) For admission to Degree course in Marine Engineering (for JEM-2009 & AIEE-2009 candidates) : Candidates must pass Higher Secondary (10+2) or its equivalent examination with a minimum of 60% marks in Physics, Chemistry and Mathematics taken together and also with at least 50% marks in English either in 10th standard (Madhyamik) or in 12th standard (H.S) examination and must secure individual pass marks in Physics, Chemistry, Mathematics and Vernacular (or any other 5th subject).

Age restriction – The age of the candidates should be within 25 years as on 01.08.2009 who can take admission in Degree course in Marine Engineering.

The aforesaid eligibility criteria would be verified very strictly.



10) Rules for getting wait listed (for WBJEE-2009 rank holders only) :


(a) A candidate must be physically present during any phase of counselling. If he / she does not accept any allotment in any branch of any college / University available at that time then he / she can opt for being enlisted as wait-listed candidate for the next phase of counselling.

(b) Absentees during any phase of counselling will not be entitled for getting wait listed in a subsequent phase of counselling.


11) Procedure to be followed in case of candidates unable to appear in the counselling owing to valid reasons :

If any candidate is unable to appear in the counselling in person owing to valid reasons under exceptional circumstances his / her parents / guardian may be permitted to appear in the counselling on his / her behalf with the following documents.

(a) Authorisation letter from the candidate and also declaring in the said authorization letter that he / she would not claim any seat other than the one allotted to him / her through his / her representative by authorization.

(b) All original testimonials as mentioned in Sl No. (3) under heading “Important documents to be brought positively by the candidates during counselling.”


12) Other pertinent points to be noted :


(a) Appearance of a rank in the counselling schedule does not guarantee a seat in a college / university. Counselling for allotment of seats will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained. Thereafter, candidates may opt for being wait listed only (except AIEEE rank holder).

(b) Reservation for SC / ST / PC candidates is applicable only to those of West Bengal such candidates of other States can not avail of this facility.

(c) A candidate failing to appear before the counselling officials at the allotment counter on the scheduled date and time in order of his / her position in the merit list, owing to delay on his / her part may be allowed to present himself / herself before the counselling officers on completion of all verification regarding eligibility criteria for consideration of allotment of seat available at that instant only irrespective of his / her rank.

(d) The claim of a candidate to exercise option shall be limited to the vacancies prevalent at that instant when his / her turn comes for appearing before the counseling officers.

(e) The option will have to be exercised at the time of counselling. Once the allotment of a seat is done, no further change in either the branch or the Institution will be entertained. No refund of counselling fee will be allowed under such cases.

(f) Besides the eligibility criteria prescribed by the West Bengal Joint Entrance Examinations Board / Central Selection Committee (E&T), a few Institutions have prescribed additional eligibility criteria specific to those Institutes. Candidates must note those specific conditions before giving option to those Institutions.

(g) Allotment of a seat in any Institute by the Central Selection committee (E&T) is entirely provisional and subject to fulfilment of the eligibility and other criteria for admission to degree level Engineering / Technological / Pharmaceutical courses in any university / college. Such eligibility and other criteria would be verified by the concerned Institution where the candidate is allotted at the time of admission.

(h) Candidates belonging to States other than West Bengal shall not be considered for admission to Govt. Engineering Colleges.
