Rules & Regulations

Important information pertaining to counselling of merit listed candidates (Engineering) of WBJEE – 2009 and AIEEE - 2009 for admission to degree level courses in Universities / Engineering / Technological and Pharmacy Colleges of West Bengal for the academic session 2009-10.


1) Venue of Counselling :

YUBA BHARATI KRIRANGAN (SALT LAKE STADIUM), SALT LAKE, KOLKATA – 700 098.


2) Application form for counselling :

Application form for appearing at the counselling may be down-loaded from the following websites w.e.f. 17th June, 2009.

3) Important documents to be brought positively by the candidates during counselling :

(a) Counselling Application form (down-loaded) duly filled in and signed in specified places.
(b) Down-loaded JEM-2009 / AIEEE-2009 Rank Card.
(c) Original Admit Card of JEM-2009 / AIEEE-2009.
(d) Original Admit Card / Certificate of Madhyamik (10th standard) or equivalent examination or Birth Certificate from competent authority for verification of Age.
(e) Original Mark Sheet of Higher Secondary (10+2 standard) or equivalent examination for verification of the marks.
(f) In case of SC / ST / PC candidates of the State of West Bengal, original SC / ST / PC certificates issued by the competent authority for verification.
(g) Original NATA (National Aptitude Test for Architecture) clearance certificate (applicable for those intending to take admission to B. Architecture course).
(h) Attested Xerox copies of all testimonials for the purpose of admission.

4) Duration of counselling :

The counselling shall be conducted in three phases.
(a) The first phase of counselling shall start w.e.f. 5th July, 2009 (Sunday) and shall continue up to 22nd July, 2009.
(b) The second phase of counseling for wait-listed candidates after 1st phase counselling shall be conducted from 1st August to 3rd August, 2009.
(c) The third phase of counselling for wait listed candidates after 2nd phase counselling shall be conducted on 13th August, 14th August and 16th August, 2009.

5) Counselling fee :

Counselling fee of Rs. 500/- (non-refundable) to be paid in the form of Bank Draft / Pay Order payable at Kolkata to be drawn in favour of Central Selection Committee (E&T) (the Bank Draft may be purchased from any Bank on and from 16.06.2009). The candidate should bring the said Bank Draft writing his name and Enrolment No. on the back side of the draft with ball point pen at the time of counselling.

Counselling fee is to be deposited only once during entire phases of counseling. Before reporting to marks verification counter, candidate is required to deposit the Bank Draft of Rs. 500/- to the Bank Counter(s) opened at the counseling venue and obtain the receipt for the same in the form of Bank Slip.

This Bank Slip shall have to be submitted at the counseling desk by the candidate before taking the allotment letter.

6) Spot admission :

Arrangement has been made for spot admission to Universities / Colleges after allotment.

For spot admission to self financing private Engineering Colleges – Candidates are advised to bring with them Rs. 10,000/- (plus Bank Draft charge) in cash. After getting the allotment letter a draft of Rs. 10,000/- to be purchased from the UBI Bank Counter located at the counselling venue in favour of the concerned Private Engineering College to which allotment has been made. This Draft is to be deposited to the counter of the allotted Private Engineering college located at the counselling venue. Further information regarding admission may be obtained from this counter.

For admission to Universities and Govt Engg Colleges – The amount in cash required is Rs. 5,000/- plus Bank Draft charges. Other formalities are identical as above.


7) Eligible candidates for appearing at the counselling :

JEM-2009 following Rank Holders :

(A) Engineering rank holders :
General - 1 – 60,000
SC - 1 – 6116
ST - 1 – 562
PC - 1 – 490
(B) Medical rank holders (for B.Pharm course only) :
General - 1 – 1797
SC - 1 – 436
ST - 1 – 15
PC - 1 - 5

AIEEE-2009 following Rank Holders :

All India over all rank - 1 – 5,00,000




8) Counselling for AIEEE rank holders :

(a) 10% seats in the self financing Private Engineering colleges will be filled up from the AIEEE candidates called for counselling on the basis of rank.

(b) If any candidate accepts allotment on the basis of his / her AIEEE rank, he/she will not be permitted to appear further in the counselling on the basis of his/her WBJEE rank.

(c) Counselling of AIEEE candidates in terms of schedule shall continue till that time seats are available in any branch of any self financing Private Engineering College and will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained.


9) Eligibility criteria :

(a) For admission to degree courses in Engineering / Technology : Minimum 50% (40% for SC/ST candidates) marks in Physics, Chemistry and Mathematics taken together in Higher Secondary (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination.

(b) For admission to B. Pharm. Course : Minimum 50% (40% for SC / ST candidates) marks in either Physics, Chemistry & Mathematics taken together or Physic, Chemistry & Biology (excepting Jadavpur University) taken together in Higher Secondary (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination.

(c) For admission to B. Arch. Course (for JEM-2009 candidates only) : Minimum 50% (40% for SC/ST candidates) marks in Physics, Chemistry & Mathematics taken together in H. S (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination and NATA (National Aptitude Test for Architecture) clearance certificate.

Age restriction for (a), (b) & (c) – The candidates must be 17 years of age or above as on 31.12.2009.

(d) For admission to Degree course in Marine Engineering (for JEM-2009 & AIEE-2009 candidates) : Candidates must pass Higher Secondary (10+2) or its equivalent examination with a minimum of 60% marks in Physics, Chemistry and Mathematics taken together and also with at least 50% marks in English either in 10th standard (Madhyamik) or in 12th standard (H.S) examination and must secure individual pass marks in Physics, Chemistry, Mathematics and Vernacular (or any other 5th subject).

Age restriction – The age of the candidates should be within 25 years as on 01.08.2009 who can take admission in Degree course in Marine Engineering.

The aforesaid eligibility criteria would be verified very strictly.



10) Rules for getting wait listed (for WBJEE-2009 rank holders only) :


(a) A candidate must be physically present during any phase of counselling. If he / she does not accept any allotment in any branch of any college / University available at that time then he / she can opt for being enlisted as wait-listed candidate for the next phase of counselling.

(b) Absentees during any phase of counselling will not be entitled for getting wait listed in a subsequent phase of counselling.


11) Procedure to be followed in case of candidates unable to appear in the counselling owing to valid reasons :

If any candidate is unable to appear in the counselling in person owing to valid reasons under exceptional circumstances his / her parents / guardian may be permitted to appear in the counselling on his / her behalf with the following documents.

(a) Authorisation letter from the candidate and also declaring in the said authorization letter that he / she would not claim any seat other than the one allotted to him / her through his / her representative by authorization.

(b) All original testimonials as mentioned in Sl No. (3) under heading “Important documents to be brought positively by the candidates during counselling.”


12) Other pertinent points to be noted :


(a) Appearance of a rank in the counselling schedule does not guarantee a seat in a college / university. Counselling for allotment of seats will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained. Thereafter, candidates may opt for being wait listed only (except AIEEE rank holder).

(b) Reservation for SC / ST / PC candidates is applicable only to those of West Bengal such candidates of other States can not avail of this facility.

(c) A candidate failing to appear before the counselling officials at the allotment counter on the scheduled date and time in order of his / her position in the merit list, owing to delay on his / her part may be allowed to present himself / herself before the counselling officers on completion of all verification regarding eligibility criteria for consideration of allotment of seat available at that instant only irrespective of his / her rank.

(d) The claim of a candidate to exercise option shall be limited to the vacancies prevalent at that instant when his / her turn comes for appearing before the counseling officers.

(e) The option will have to be exercised at the time of counselling. Once the allotment of a seat is done, no further change in either the branch or the Institution will be entertained. No refund of counselling fee will be allowed under such cases.

(f) Besides the eligibility criteria prescribed by the West Bengal Joint Entrance Examinations Board / Central Selection Committee (E&T), a few Institutions have prescribed additional eligibility criteria specific to those Institutes. Candidates must note those specific conditions before giving option to those Institutions.

(g) Allotment of a seat in any Institute by the Central Selection committee (E&T) is entirely provisional and subject to fulfilment of the eligibility and other criteria for admission to degree level Engineering / Technological / Pharmaceutical courses in any university / college. Such eligibility and other criteria would be verified by the concerned Institution where the candidate is allotted at the time of admission.

(h) Candidates belonging to States other than West Bengal shall not be considered for admission to Govt. Engineering Colleges.
